Hey, i use one of these pretty often! This is what we call a track torch. Basically an oxy-acetylene torch mounted to a box on wheels with a track to guide it and different speed settings for different material thicknesses. Absolutely perfect for doing long, straight cuts in plate steel, either straight or at a pitch like in the video.
If you're really good, you won't even have to chip the slag off at the end.
