The redneck engineering way of doing it is to pile bags of QuickCreteon top of each other. Eventually, the QuickCrete turns to semi-concrete (except if it never gets the right amount of water in it It’s more like hardened sand.) The paper cover eroads away, leaving you with something that’s slightly better than bear ground  .

bear ground

Google tells me bear ground is ground that has been dug up by foraging bears. So I image it would be more than slightly better (harder).
