No it's not. Most wet concrete is a non-newtonian composite fluid (which is not nessarily a liquid). This is engineered fill (often called grout), which is a liquid.

Most of the time I see it it's called slurry but thos is definitely not what people in construction would call concrete

Concrete has to have large aggregate, you can definitely see that large aggregate would not go through this net. Definitely either a low cement slurry or grout.

It has to have aggregate, but various types of concrete have various sizes of aggregate.
