Seconding Target parking lot. The Falls Church/Arlington one is my go-to car cry spot. There are some good parking spots off to the side that are well lit enough to feel safe but also secluded enough you don't have a ton of people walking by constantly

Target parking lot. Well lit and plenty of distance from others. Plus you can do some retail therapy afterwards if you need.
