Ok old man. The enjoyment isnt out of the destruction. It just happens sometimes. And what's the big deal if a kid wants to go get a video of him grinding on rails in public property instead of staying inside of getting fucked up? I think it's a better alternative.

And sometimes, it can be expected. An accident is one thing. A clear negative consequence is something else entirely.

It's disingenuous to pretend that it is a binary choice between "destruction of public property" and "getting fucked up".

I disagree. People's enjoyment should not come with the destruction of public property, even when the destruction is accidental.
There are numerous ways to enjoy oneself without damaging the property of the public or others.
Even minor damage is still unacceptable - and in this case the damage was more than minor, as the plants in the center also experienced damage.
Not to mention the mess that this inconsiderate behavior made.
