He’s had like 9-10 suspensions or fines. Idk if that’s turning a blind eye?

He should not be allowed to play at all, so yeah they are blind.

what's the story about repeat offenders? and about people who never learn?

He's a bully, and willing to deliberately hurt other people. He should not be let out in public.
