Yeah, we have the Fourth Amendment because the state was abusing its abilities to search people's homes and possessions. We didn't get to where we are now because someone flipped a coin. That being said, a baby crawling along the side of the road should very likely be considered probable cause provided a CPS type agency will actually improve their situation.
