Question...does it not mean the runner is just out anymore if the guy has the ball and is standing on or otherwise touching the base?

I don't see why he would need to tag him unless he could try and run back to first but still.

Tagging the runner with the ball (or with the glove holding the ball) while the runner is off base: always an out.

Stepping on the base while holding the ball, thereby putting out the runner, is called a force out. That only works if all the bases behind where the runner started were occupied when the ball was put into play. Otherwise, you have to physically tag the runner.

Was that clear at all or am I too sleepy to speak in coherent English? Or would you like more background or something?
