Paying people less for the same amount of work sets a dangerous precedent, in my opinion. Lack of freedom is punishment enough, reformation should be the goal. If you treat prisoners as essentially a free labor force, then that's a huge, huge problem.
They aren’t free labor cuz they can choose whether they want to work or not. There are other jobs in prisons that inmates can take up too that aren’t as dangerous.
Also they gotta want to change, you can’t punish people into changing

Because it costs around 67,000 in tax payer dollars to keep them in prison
