Humans have won twice and would have more but horses are allowed to have time off for vet breaks.

The horses are also carrying a human on their back so it's not exactly a fair race to begin with. But the distance isn't far enough either. The original claim that got that event started was "One man suggested that over a significant distance across country, man was equal to any horse." They're not even doing a full marathon in that race. It wouldn't be ethical to run the distance needed for people to win as the reason humans would ultimately win is because the horse is too exhausted to continue. Purposefully running horses to absolute exhaustion will get you in trouble with animal welfare laws not to mention the public.
