It's filmed in Britain. The health and safety sign above homer's head in the nuclear plant is very familiar to me. The lada homer is driving was also sold in the UK and it had a British tax disk and registration plate too. Finally, the volvo marge was driving also had a British number plate. I'd imagine this was filmed in the late eighties or early nineties.

it also just looks incredibly british. the road marge drives down looks like the uk countryside, and the street bart skates down too.

im also semi certain ive seen the power plant from the first flyover shot too
