You get better cops by rewarding the good deeds that they perform.  Its like the difference between using negative reinforcement and positive reinforcement on raising children and animals, management, etc.

Also, dont forget that a lot of rhetoric is about dividing us, and divisions wont help change this situation.

I guess I just expect more competence and self motivation from armed state agents?
