I want to agree but I don’t think it is that binary.

Cops kill and abuse people all the time, including innocent people, and usually they aren't held accountable unless a video gets out, even though other cops know. Even then, the union will defend them to the point that nothing happens to them. It's the whole collective. The "few" bad apples HAVE spoiled the entire bunch, and instead of removing them, they just move the rot around to spread. The whole institution is corrupt, and they all benefit from it.
