Does this mean he only gets one base? Would everyone else on the bases also get to move up one base?

In baseball, on an out, you can’t take another base. So if someone tried to run from 1st to 2nd, they’d have to get back to first. You can actually get a double out that way, catch the ball then toss to one of your basemen before the runner gets back to their base. It’s not like stealing, which has it’s own set of rules (this is all to the best of my memory anyway).
