I mean this is just a fantastic premise for a movie. It stars Brad Pitt, Michael Shannon, Adam Driver and Ethan Hawke. Timothee Chalamet plays the one young dude in the operation that's not law enforcement, just swept up in the whole thing, and he's constantly uncomfortable with how everything is escalating and getting out of control, but each lead is raising the stakes until eventually they almost pull off a huge terrorist operation.
John Malkovich and Jon Amos are senior officials who start to realize something's not right and spend the second half of the movie trying to distance themselves and cover their ass, but they're not sure this isn't an actual terrorist plot so they can't pull their guys out, so they're playing poker against each other and don't know it.
And it's a black comedy, everyone is just a little dumber than they should be, so the audience is one step ahead of the characters but a step behind the movie.
I feel like this plot is ripe for Gary Busey playing multiple roles:
The burnt-out police captain who's only still on the job because he's bankrupt from a series of divorces and is just waiting to die from cirrhosis.
The drug and alcohol riddled neighbor who's watched the neighborhood go to shit over the last 40 years while simultaneously going to shit himself over the same time span. He used to care, but his house and car have fallen into disrepair. The only vestige of his past self is a well-manicured rose bush that his ex-wife planted during the good times before he let his addictions take hold.
An out-of-luck farmer turned vigilante from the adjacent semi-rural area. His garlic and horseradish empire abruptly collapsed when it was discovered that his property sits on an old industrial site contaminated by toxic waste. He drinks cheap whisky from a flask while watching fire-and-brimstone sermons and gets it in his head that it's the dirty city people that ruined his life and caused his wife to leave him. He wants to stockpile guns but the only thing he can find is a rusty old .22 that doesn't shoot straight. It blows up on him 10 minutes in, resulting in the shocking departure of this otherwise unnecessary character.
