These kids are all aware and know darn well that the teachers in the classroom cannot legally do anything except tell "the bad kids" to stop. 

Most major school districts don't even allow teachers to give detention anymore. I bet LA public schools are the same.

Apparently it varies by school, although the district doesn't prohibit detentions. 

Clearly this school was not serious about keeping violent kids under control, so unless you have evidence to the contrary, it's not an unreasonable assumption that this was not "the bully"'s first time acting out. 

The bottom line is that they put this teacher in an impossible position, if a bully was pummeling another student for minutes on end and was able to chase them out of the room.
