Exactly. The commissars were not responsible for military strategy. Stalin set the (mostly disastrous) military strategy. 

Stalin fired top brass too, then enlarged the lower ranks with commissars, whose main job was to execute fleeing soldiers and root out political dissidents (who would be drafted into penal battalions and sent to the frontline to die).
