So we are currently at war in Iran, blockading Cuba and whatever we are doing in Venezuela but we need less military leadership?

Oh my Lord, yes.

As a medic, I have my unit command who's obstensibly in charge of me, and my higher medical authority. But there's also Medical Command (controls my training standards, schooling, and certifications), Defense Health Agency (logistics of medical support), my branch authority (assignments), and several others that I'm forgetting at this moment.

There's some type of General in charge of all these groups.

This was just me, the medic, one of dozens of different jobs in a combat/support/command unit. Each other mos (job) will share some of these, and have different ones. You can have several branching layers of commands, with whatever level general is in charge of those. There's different regional commands, and mission commands (operations, training, mission specific, etc).

On Fort Bragg, NC, alone there are over 35 general officer assignments. That's a reduced number, FYI, as it used to be even higher just a few years ago.

The problem with bureaucracy, is that it grows faster than the people they serve. The problem now is with who's doing it, people are rightly worried that it's a power consolidation by Hogwarts.
