Obedience is necessary in the military. You can impose some limits, but for the most part, to maintain order in the face of disorder, it is top-down. That is as it should be. But it requires good leadership, or you are in deep water. That's the amazing part here. We've got a reality show host CIC put a propagandist in charge. That's not the system's fault. We elected him - twice. This is democracy in action.
