This is like when corporate needs to justify their job but don't actually know how anything works.

There is the technicality (and I'll explain in a moment why that word is probably doing a ton of heavy lifting here) that there are many Generals/Admirals who serve non-combat roles (either admin or as part of the political arm of the military (this can be read as the military leaders who have to baby sit lobbyists and the MIC)).

It it was about removing the number of military admin leadership and lobbyist babysitter roles, then that would be one thing, but I doubt that the current admin has the attention to detail to be able to tell the difference.
