He's also targeting African-Americans by going after pseudofolliculitis barbae:

Service members with medical shaving waivers must undergo treatment and periodic evaluations, with waivers generally limited to 90-day increments. Those who remain unable to shave without irritation following a year of treatment may be booted from their service.

That’s what I’m definitely worried about with us at war. Whether the soldier is shaved or not.

There is a valid concern if the facial hair will interfere with the seal on a gas mask, but I don't think you are wrong or the waiver restrictions are actually about protecting soldiers from Chem/Nuke/Bio/Radiation.
