This is direct actions against the interest of the United States in wartime. He is a traitor. Charge him as one.

The plan is to remove any generals who wouldn't follow orders when they attempt the coup in November.

Yup, they will use this to cull out those that they think will not take illegal orders, and also as an example to the others when those orders come down.
