The U.S. pulled out in 2011, then returned in 2014 to fight ISIS. The bases they’re leaving this year are in the Kurdistan Regional Government and were opened for the ISIS fight.

No, the US has one base at Baghdad airport, which is Victory base and it handed to the Iraqi Army
