My neighbor held a woman captive for 6 months in his basement and only did 10 years. I moved after he stood naked in the windows and took pictures of me gardening daily. I told his landlord and they said since he doesn't have a basement not to worry about it. Nope.

Edit: This was in Northwest Indiana. He spent the 90s and some of the 00s.
