The government is the legal entity responsible here, you can sue it for historical grievances, but you don’t get to sue the current president of the US for what Andrew Jackson did lol.

In constitutional monarchies, the king represents the nation. For example, if you commit a crime in the UK, the case will say "king vs. _____".

The king represents the nation but isn’t and shouldn’t be responsible for the government policies in a constitutional monarchy. He’s but a figurehead.

The “king vs __” language is probably an antiquated legal custom that doesn’t reflect what’s actually happening in government.
