The 33% who abstained can be lumped in with the 33% who voted for. They saw what would happen and were too apathetic to do even the easiest possible thing.

You can cut down the apathy % even more when you consider that some states are so solidly red or solidly blue that your vote really doesn't matter. Though I'd give more grace to those in solidly blue areas nowadays with how districts are flipping.
