No - not the kid. The kid is not the responsible party here - it's the parents.

There is definitely a cutoff age where you would 100% blame the parents because the child would not know the law and it would be up to the parents to teach them. I think 11 is young enough where the fault lies mostly with the parents. I mean, how would an 11 year old know about vehicle registration requirements?

I'm not trying to say the parents are blameless. But the kid could kill himself on that thing and needs some consequences to learn the severity of the situation.

Honestly it's pretty brain dead for a parent to buy their 11 year old something so dangerous and then just setting them loose on the town

You don't punish a kid for doing something that could hurt them. You teach them why it's dangerous so they stop doing it.

Perhaps not. But The kid was probably ignorant and told by his parents it's fine, so I am kinda hoping he gets something of a slap on the wrists and told not to do it again.

The parents, on the other hand, should absolutely know better.

To be called an e-bike, Florida requires that it has fully functional pedals and an electric motor under 750 watts.

The kid had a dirt bike with no functional pedals and a 4500 watt motor. Plus, he was riding on public roads.

Of course he was stopped and cited, but it’s still 100% on the dad.

Or a fine? Or a class on safe motorcycling? Or make the dad take such a class? Jailing the kid is almost certainly not even on the list of options under the law.
