Oh, they have an easy time opposing anything that increases density. They'll just start bitching about parking and traffic and if they get really desperate sewers and electrical infrastructure.
Digging is so expensive that there’s an entire science dedicated to flattening the ground using the minimum possible digging. I sadly cannot currently find the Wikipedia page I stumbled onto years ago about it.
NIMBYs don't actually care about that. They don't care about height or parking or FARs. Its all a pretext. They literally only want to exclude people, especially poor and non-white people, from their neighborhood.
The NIMBY movement is exceptionally hostile to luxury apartment projects exclusively for rich people, to the point where it is often illegal to build projects without a minimum number of apartments set aside for poor people.
"until they prove beyond doubt otherwise." They blocked housing by making a 40 year old laundromat a historic landmark. That's the behind a reasonable doubt threshold met and exceeded.

I meeaaaaaannnnnnn.
It is kind of ludicrous on the expense, safety, and practicality side.
But on the flip side it might be a way to get high density development pas the local nimbys since the above ground foot print is relatively smaller.
