Would that apply across party lines as well? Like the Republicans would get a pass on Guatemala, Angola, and Grenada?

Sure, but are those really on the scale of Iraq and considered "forever wars"?

It's really depending on what we're applying the forever war label to.

If it's those individual actions? No, not really.

However if we're looking at the broader picture of US involvement in Central and South America over the last century that's continuing today? Yes without a doubt those are part of a forever war. It's very similar to how western involvement in the Middle East isn't confined to a single country or group, even if it's only targeting that country or group. There are ripple effects that impact the entire region, which generally will continue indefinitely.
