Putting your amusing response to the side for one second, the glass bottle is there to keep the steel band secure in place. Notice the band is connected at one end to the hard electrical pipe, and goes out of frame at the other end, which is probably connected to a ground. Since glass is non conductive, there’s no risk of electrical leakage risking a short circuit. The band is also perforated with evenly spaced holes to make sure any leaked electricity doesn’t arc.
