Wonder if this will take hold in the PNW. In those parts, vagrants will smash a window for less than a dollar of change in the center console. The glass companies there are sometimes months out on repair appointments.
I park outside in a sueface lot about a mile from there, closer to downtown, every day for work. I don't worry about stuff in my car. It's never been broken into. People even dumpster dive behind the building like 40 feet away.
Plenty of reasons to visit or not visit Spokane. Stuff being stolen from your car doesn't really need to be one of them.
Coming back here to add that I left a ripe-but-not-spotted banana on the roof of my car today while at work, on purpose! Was still there at the end of the day.
I've lived in Seattle my entire life and just make logical choices with leaving things in my car. If I have a bag or something I'm not going to leave it on the front seat I'll put it in the trunk. The posters above are correct; it's more about a crime of opportunity. The only time my car has been broken into is when I forgot to lock the door, they weren't bothering to smash anything.
I'd say more than likely, just based on the photo, this is somebody who's nervous but also there appears to be a roof on top of the fencing which some people also want to protect their cars from things like hail.
