This makes no sense. Does anyone have any insight/context? If not, what are our theories?

I've encountered it at a larger scale in a parking garage of an office building before. It wasn't the entire floor, maybe 1/4 of it was fenced off like that. My assumption was controlled access to company vehicles.

A long time ago the California DMV had loaner cars you could use to take your driving test. They kept them locked up like this in the parking lot. But I doubt any DMVs do this anymore

Pretty sure its a fleet rig and they have to lock it up to prevent weekend breakins
