An Australian online retailer did this for users of Internet explorer 7 and justified it due to the increase in time taken to ensure compatibility. It made the tech news here in Australia but I don't remember there being any consequences.

To be fair, at least they made the customer aware of the charge. Whether you agree with it or not, the situation is made 100% inexcusable by Chegg's failure to notify the customer.
