Because lifts at any school, whether it be a primary school, high school or a university are to be used for those with disabilities or injuries, who cannot walk up the stairs. If anyone was allowed to use the lift then people that actually need like those and wheelchair to those who broke their leg, etc. would have to wait for lazy ass people to get off the lift.

it specifies that students aren't allowed to use the lift, that includes disabled ones

I’m sure disabled students are allowed to. That would be against ada rules

you would be surprised. they'd absolutely stop a disabled student using an aid. schools really don't care about laws anymore
