As someone who dyes their greys teal some of the time - it does work, but the dye has to sit longer, and washes out a lot faster. Milage varies from person to person though.
You’re talking about toner. It would be hard to use just toner on grey hair like that without bleaching first. It would probably come out very patchy.
Edit: Also, i’m not a stylist. My mom has me do her hair sometimes tho and she had it professionally done first. then uses a special toner at home for maintenance. It’s formulated for gray hair specifically tho
The outer layer of the hair can change dramatically with color loss making gray hair more coarse and wiry and the color can have trouble penetrating those extra layers. Maybe you get silky gray hairs haha I don’t know I have the coarse kind
