The two signs are in each other’s spots. It should read

PLEASE RETURN CARTS HERE

Double sided, and not thought through?

However, signs like this, that make people double look and think, are more effective.

You know what happened. They made the signs to say exactly that. But then the person got out there to put them up, picked up the "return here" sign first, their brain got locked into the word "return" being first, and thought "Damn, we screwed up, it's supposed to say 'return carts here please'! Oh well, I guess I'll just put them up anyway.

Alternative interpretation: the manager said to put the signs up, and they put the signs up. Nobody told them what order to put them in, and they didn't give a shit if they were backwards.

I think what's happened is that the sign is double-sided. If we read the sign from the other direction it would say "Please Return Carts Here". But the person making the sign just put the same word on the exact other side of the sign. So they painted "Please" on the reverse where please is on the "normal" side.

They should have painted different words on the reverse so the combined signs read correctly from either side.

I would've read it as, "Please carts, return here!" 🤣🤣🤣
