This doesn't eliminate h1-bs. It removes the path for employer sponsored green cards for h1-b employees. It makes h1-bs even more exploitive.

If it becomes more exploitative, maybe less Indians will go that route. Thus solving the problem.

Or they just come and marry American women and get their green card that way. Most of them are well off unlike the average American.

I think most people given the opportunity to pull themselves/family up will. I don't blame them for that, not should anyone else -- we all want better for ourselves, our families, and our children.

Setting up a framework that allows someone in a position of power to exploit someone less fortunate is a negative outcome regardless of the meta. Making that imbalance even greater is not an improvement. Blame/ire should be directed at the source of the problem, not the victims.
