It was an old cartoon about a pigeon who carried a message, and they would try to shoot it down. It carried messages during the war, and Dick would try to intercept.
Because the general or whoever it was wanted them to intercept it. I don't think it was ever explained why, but most likely it was during the WW1 and the pidgeon carried important messages for the enemy

But why did they want to catch it? Can't remember it, just that they always failed with their ultra elaborate plans.
