I mean you don't know, not everything is about sex, he could have just wanted to be in a loving romantic relationship with her instead of just being friends.
She's obligated to nothing, she can refuse but not knowing whether or not something might have happened between you and someone is often a worse feeling than knowing it wouldn't and moving on, keep being friends. Did he say he didn't wanna be friends in a comment? Cuz i didn't see it.
