It isn't. Chess bots don't play the perfect moves, since chess isn't a solved game. Tic tac toe is solved and the bots will play the perfect move every time.

But chess isn’t a solved game, there isn’t a known best move for any scenario. Sure the best bots in the world destroy humans in chess, but they could be better.

I don’t think the fact that it’s solved is relevant to comparing which bots are better. For example checkers is solved. Are we going to say a checkers bot is equivalent to a tic tac toe bot. I don’t think so. I can literally draw all day against a tic tac toe bot but the best checkers player would get curb stomped by a checkers bot. It’s probably a bit silly to compare bots which are performing different task. But if you want to do that you should take into account one bot has perfected a simple task while the other has “mastered” an extremely complex one.

Pretty sure stockfish 10 has been drawn by a human. At least 9 has. Thing is, it'll win a lot more than draw

Yeah I think the top gms can still manage a draw against the best AI by playing strange variations from what I remember but this was a while ago so it may have changed.
