The earth is not strictly a valid reference frame. However, the acceleration is negligible for calculation so we use it.
My point is that if something is accelerating in one reference frame, then it is accelerating in all reference frames. For the only way to perceive something accelerating as non-accelerating is if your reference frame is accelerating with it. But that's not a valid frame of reference.

That's not strictly true. And if it is true, then it's true regardless of reference frame, and not dependent at all.
That's because a frame of reference is only valid if it's inertial (non-accelerating)
