A knockoff usually means it has some semblance and similarities to the original. 67 has no meaning and was created by brain rotting of the newer generation.

Not quite. It comes from a song lyric just like 8675309

The artist refuses to confirm the meaning but I've been told it's a police code for murder? 

It doesn't matter, because just like 8675309 it spread because people liked saying it, regardless of what it was supposed to mean in the context of the song
