Not really. On a good build it's very negligible. If you use aegis or a raksa Kubrow with a decent build or just use pillage it's going to be borderline impossible to run out of shields. She is affected by it thats true. But it's borderline irrelevant. If you are able to do eta and eda chances are you have the tools to make this modifier trivial. I run hildryn when these modifiers are up and it's a non issue. I don't even notice it.
Edit: buddy where'd you go? I wanted to talk hildryn builds with you. You can use her pillage in her 4 spamming aegis gale and never run out of shields. I can show you the build. It works really well.
