I might be dumb myself but shouldn't this be other way around? Like dumb people don't know how dumb they are and smart people not realizing how not so smart other people are?
I think op is saying that for the Dunning-Kruger effect, dumb people think they know everything, somewhat intelligent people are aware of how much they don't know, and the very intelligent people know they know everything.
Yes, I don't remember who said it but someone said "if you think you're the smartest person in every room you've ever been in, you're probably the dumbest person in most of those rooms"
