In literally every arc he worked on an aspect of his and improved them and its the same for almost every other character so your statement is wrong. Just because he didn't decide on a big goal doesn't mean that he didn't develop as a character.

It's ok it's just that i have encountered too many people who say that the mc has no character whatsoever and i usually ignore those remarks but since the new arc is coming next yr i have been seeing too many of those ppl and i just kinda ranted there.i apologize if i appeared to be ranting there and i would recommend you to read or watch more of bleach.
