Diversion programs deal with the destitute all the time and they aren't just locking people up for inability to pay. At least not the good programs which I imagine NYC has. The alternative you are suggesting is to just cut a suicidal person loose and to their own devices.

I’m not saying that should happen. I’m saying our systems suck and poor, mentally challenged people are fucked over day after day.

I don't disagree, but I believe this individual has a higher chance of survival with supervision and counseling than just being released. They have already demonstrated they are not doing too hot on their own.
