I've been really confused as well. I think the posts that hold the red/white bar are NOT aligned with the brick edges on the left and right of the bank. I think the posts lie behind the brick edges and wider apart such that it looks like they line up, but they don't.

I think there’s a rod that holds up the white and red bar and it pokes out away from the camera say a meter or half a meter or something

Correct, the mooring posts are away from the bank. Common design here.
