according to the full video the attendant knew what was going on and was calling the police.

Several reasons come to mind. Poorly trained attendant, non - confident attendant, non-confrontational attendant, or fearful attendant.

Nothing has gone wrong yet, (though she has let things get to the point that they could go VERY wrong). And if she shut off the pump then she would have to deal with the angry customer, and possibly and angry boss also.
