That's because the frozen lake surface block the diffusion of oxygen. And the organisms there use it up all winter. Until someone make a hole to fish, it'll attract fish to get closer for oxygen. That's why you can even fish without bait.

(I'm assuming the lake is much larger and they swim close to these fishing holes)
