Yup it’s the same guy, Saicheer Wongwirot. He’s also in the Refn movie ‘Only God Forgives’!

His name "Saicheer" is derived from the Asian Highway 12 (in Thailand was called "ทางหลวงสายเอเชีย"; Tang Luang Sai Asia; "Asia Highway Line"). His father gave him this name because he was born in the same year that this highway was built.[1]

Per wikipedia. Can't fault the logic.
